Preparation for HELB Loan and Government Scholarship Application
Higher Education Funding (HEF) encompasses the HELB Loan and the Government Scholarship.
- HELB Loan:
- This loan is provided to students to assist with their financial needs.The HELB Loan is divided into two categories:
- Tuition Fee: Paid directly to the institution to cover a portion of the student’s fees.Upkeep Loan: Deposited into the student’s bank account or Mpesa number for personal use. The upkeep loan is distributed according to bands, ranging from a minimum of 20,000 Ksh to a maximum of 30,000 Ksh per semester unless an appeal is made.

- This scholarship supports education within the country and does not require repayment. It is also offered in bands.

New Funding Model
The new funding model consists of five bands:
- Band One: Covers 5% of the total fee and provides 30,000 Ksh for upkeep.
- Band Two: Covers 10% of the total fee and provides 27,500 Ksh for upkeep.
- Band Three: Covers 20% of the total fee and provides 25,000 Ksh for upkeep.
- Band Four: Covers 30% of the total fee and provides 22,500 Ksh for upkeep.
- Band Five: Covers 40% of the total fee and provides 20,000 Ksh for upkeep.
📌Quick Explanations:
If the annual fee is 306,000 Ksh:
- For Band One, 5% of 306,000 Ksh equals 15,300 Ksh per year, with an upkeep loan of 60,000 Ksh per year (30,000 Ksh per semester).
It should be noted that the placement into bands is not determined by the amount of fees paid but by the application process. For instance, providing evidence of being sponsored in high school indicates vulnerability or neediness, potentially placing the applicant in Band One or Two.
Additional Information
Students with ID cards should open a bank account, which requires a KRA pin. These are essential for the application process. Those without ID cards can apply using a birth certificate and a Junior bank account created by a parent or guardian.
