TSC Unveils Plan for Employing Interns on Permanent Terms
A plan to confirm the terms of all Junior Secondary School (JSS) teachers currently enrolled in internship programs has been disclosed. According to information revealed by Ndindi Nyoro, the chairperson of the National Assembly Budget and Appropriations Committee, the government will undertake this action.
During an appearance on Citizen TV’s The Explainer Show on Tuesday night, Nyoro stated that the Teachers Service Commission had already been allocated Ksh. 300 billion in the 2024–2025 Financial Budget to hire JSS teachers on a permanent and pensionable basis.
The budget cuts expected for the following fiscal year, inevitably led to a reduced budget for the education sector—Ksh. 194.429 billion less for Basic Education—were being defended by Nyoro.
TSC, with more than Ksh.300 billion in funding, holds the highest rank among Kenyan bodies.
“We aim to confirm JSS instructors, and I want to reassure them that we will facilitate the confirmation of intern JSS teachers’ permanent and pensionable tenure,” stated Nyoro.
However, Dr. Abraham Rugo, IBP Country Manager, who was also present, disputed the MP’s statements. He pointed out that the most recent budget proposal clearly indicated that only 55% of the interns currently on strike would be hired.
Dr. Rugo stated, “The budget document proposal states that only 55% are scheduled to be absorbed, with 45% remaining as interns. This provision within the budget document was questioned by the PS for education.”
In his defence, the lawmaker claimed that Education Principal Secretary Belio Kipsang was simply requesting additional funds for his department, as any other PS would.
The JSS interns initiated a strike last week, demanding pensionable and long-term employment. Parliament raised concerns on Friday regarding widespread corruption in the allocation of capitation funds to Junior Secondary Schools (JSS) across the country.
The Budget and Appropriations Committee informed Parliament that the funds had been misused to subsidize numerous fictitious schools at the expense of legitimate ones.
